The wall is finished; now build a faithful community
Nehemiah 7 moves from construction to people. Gates need guarding, leaders need moral qualification and the large city needs inhabitants. Nehemiah then uses the earlier return register to establish continuity and responsibility within the restored community.
1. Finishing a project does not end responsibility
The wall is complete, but the city still needs order and security.
2. Appoint leaders for character as well as competence
Hananiah is chosen because he is faithful and fears God above many. (Nehemiah 7:2).

Gate opening and guarding are carefully regulated.

Residents are assigned watches near their own houses.
5. A strong wall without people is not a restored city
Jerusalem remains large and sparsely inhabited.

The Nehemiah in the first-return register is not proved to be the governor.

Their issue is unverified descent.

Ezra 2 and Nehemiah 7 preserve real differences.
12. Do not hide numerical tensions or force a solution
Possible registration stages remain explanations, not inspired statements.
13. Generosity supports restored life
Offerings and resources are recorded alongside people.
14. Walls are means, not the final goal
The true city is its ordered, faithful community.
